Annette,

        I am sure your friend will findout from the NRC that the RSO is
needed in this case.  I think your friend needs to bother the RSO.  He/she
is responsible for the oversight of all surveys needed to close out the
facility.  Reassignment to another location does not alleviate the RSO from
being responsible for the laboratory that is being closed down if it is
listed on the facility licencse.
