A suggestion for the source of the fallout: the old Soviet nuclear navy is
probably in a state of less-than-optimum repair (given the economic woes).
Could the fallout be releases by the nuclear ships/subs in the Baltic? This
scenario could agree with the quantities observed and the expected plume direct.
