RAMP update

I got voice mail this morning from Carol Pokorny, who is the EPA person
riding herd on the RAMP remediation project. To summarize:

1: EPA has received responses to most of the request for information
letters they mailed out in December of 1995.

2: In "two to three weeks," EPA will be contacting parties that did not
respond to the 12/95 request for information, using "more strongly
        worded language."

3: In the same "two to three weeks," EPA will be contacting those
parties that _did_ respond to the 1st request, identifying how much
waste EPA is considering "theirs" in the response action, and allowing
opportunities to the parties to challenge said determinations. By
this, she meant, the waste-in database has been corrected, and the 2nd
letter to the parties that responded will include summaries of total
waste shipments.

4: "Not till fall" will there be any settlement offers to small parties.

Ms. Pokorny did not mention the comedy of errors that was the funding of the
project and the funding of the EPA during the time between 12/3/95 and 3/3/96.
