Here's some info I stumbled upon this morning in the Rulemaking section of
NRC's homepage (www.nrc.gov).  The FR notice was published in early February.

Direct Final Rule Amending Part 19 - Notices to Workers and Employee Protection

SUMMARY:  The Nuclear Regulatory Commission (NRC) is amending its regulations
related to notices to workers and to employee protection policies.  This action
is necessary to require the use of an updated NRC Form 3, update a telephone
number, and to clarify the applicability of employment discrimination policies.

                About Direct Final Rule Amending Part 19 - Notices
                        to Workers and Employee Protection

     This Direct Final Rule amends sections in Part 19 related to notices to
workers and employee protection.  Section 19.11 and related sections are
amended to require use of the September 1995 NRC Form 3 (Notice to Employees)
and update the telephone number.  Although Parts 61 and 76 incorporate
appropriate employee protection provisions, Section 19.20 is being updated to
include a reference to these parts for consistency and clarification of NRC
employee protection policies.  Although the NRC believes that these changes are
administrative in nature, a "Direct Final Rule" is be used to allow the
opportunity for public comment.  If no significant issues are raised, the rule
becomes final on the specified date.  If a significant issue is raised, the
rule reverts to a proposed rule and comments will be evaluated prior to issuing
a final rule.
