To conduct these operations you would need more than a private
pilot's license. You will need a Commercial ticket (plan on getting
instrument rated on the way) which requires a fair amount of experience.
Your operations will have to be conducted under FAR Part 135 in addition
to DOT,NRC, state etc. FAR Part 135.333 discusses hazardous materials,
which will probably be easy to comply with compared to the additional
requirements of running a Part 135 operation! (Of course the record
keeping experience of having an NRC license will come in handy here!)
