LSA uniformly distributed vs. distributed throughout

This thread follows the DOT/NRC LSA II/III definition changes.  The IAEA states in 
SS#7 and 37 any LSA package can be divided into several sections.  The number of 
sections depends on package volume.  SS#7 goes on to state for uniformly distributed
the sections should be within a factor of three of the average specific activity.  
When the regs use the wording "distributed throughout"  the sections should be within 
a factor of 10 of the average specific activity.
