Another source for the figure of 3 mSv, average annual EDE to a member of the
U.S. population is BEIR V: Health Effects of Exposure to Low Levels of
Ionizing Radiation, Natl. Research Council, Natl. Academy Press, Washington
DC, 1990. They, in fact, cited NCRP Report 93; I mention it because it might
be easier for someone outside the US to find(?). The range of exposures is
actually somewhat wider than was indicated by another response. By example, a
recent (June 1994) report by the State of Washington gives estimates of the
annual effective dose to persons here of 1.75 -16.2 mSv, the culprit being
Rn, of course.
