I think that the intent of the regs is that the committed effective dose
equivalent to the patient shall be within 10% of that prescribed (or implied
by the prescription). Presumably there should not be other nuclides present
in quantities such that they would contribute more than that to the total
dose received by the patient. I'm curious as to the response from the
regulatory community, though.
