Without the benefit of having recently read the standard, I hazard a 
guess that the context refers to instruments that are in a standby or in 
use condition, as opposed to a storage condition.

Therefore, I guess that the answer is... No, you don't have to take an 
instrument from storage to recalibrate it to maintain some hermetic status.
