I would recommend using the 49 CFR parts 171,172, and 173 for compliance.
As far as shipping out of state is concerned, if the state is an agreement
state, then a letter of reciprocity needs to filed.

I believe you'll find the majority of the shipping requirements in 49 CFR part
173 subpart I, which concerns radioactive material. If you need more specific
