The IRPA reference you may be looking for is IRPA Guidelines on
Protection Against Non-Ionizing Radiation, 1991, ISBN #
0-08-036097-1.  There is a section on 50/60 Hz electric/magnetic field
exposure.  (IRPA is now referred to as ICNIRP - International
Commission on Non-Ionizing Radiation Protection.)  You also
may want to look at the ACGIH TLV booklet and supporting
documentation.
