I have studied and taught in 6 countries, and agree that training is
generally more rigorous in other countries than in the US. The reason is
related to the fact that education and training tends to be more democratic
in the US, and more autocratic in other countries.

As a case in point, in the DOE world, when the RadCon Manual prescribed
mandatory training, we complained a lot. Now that the RadCon Manual is
guidance, we spend our time arguing over what training to give.
