Whether you can dilute the material for disposal will depend on the specifics
of the local regulations. Some areas regulate the concentrations of the
materials when they go into the sink, and some regulate the concentrations in
the gross effluent when it leaves the building or facility.
As always, don't assume that you are permitted to follow a particular disposal
protocol just because someone else used it (especially if the other party is
in another state or region). I understand that "hot sink" disposals aren't
allowed at all in California, for example...
