There are several American National Standards Institute (ANSI) standards
that you may wish to obtain.  

ANSI/ANS 15.16 - 1982, "Emergency Planning for Research Reactors"

ANSI/ANS 3.8.1 - 1987, "Criteria for Emergency Response Functions and Organizations"

ANSI/ANS 3.8.2 - 1987, "Criteria for Functional and Physical Characteristics of
     Emergency Response Facilities"

ANSI/ANS 3.8.3 - 1987, "Criteria for Emergency Response Plans and Implementing
     Procedures"

ANSI/ANS 3.8.4 - 1987, "Criteria for Maintaining Emergency Response Capability"

There are other standards planned for the ANS 3.8 series related to emergency
planning for nuclear reactors.

For non-reactor nuclear facilities handling fissile material, you may wish to
obtain

ANSI/ANS 8.3 - 1986, "Criticality Accident Alarm Systems"

There is also a draft (and hopefully a soon to be issued) standard on "Nuclear
Criticality Accident Emergency Planning and Response".  You may contact me
directly if you want more info on this draft standard.
