I have encountered individuals who were reluctant to have their SSN 
used for ID.  In such cases either they relented or a unique ID 
number was generated for them to be used for dosimetry tracking 
purposes.  The later would also be used when the person is foriegn 
national without a SSN.  In todays information age more and more people are going 
to be nervous about improper use of their SSN.  Since the person is 
an employee couldn't you get his/her SSN from personnel?  The answer 
that seems to satisfy most people is that this is actually a medical 
use of the SSN, i.e. tracking exposure to insure no adverse health 
effects.
