As Mr. Lipton noted, you should take a look at 10CFR110, especially 
paragraph110.23, assuming it's byproduct material you want to send.  
110.23 allows you a reasonable degree of latitude to ship byproduct 
material to many countries.  In the very few circumstances where 
we've shipped radioactive material to researchers outside the U.S., 
we've required verification that the recipient is licensed by his/her 
country to receive the material.  You'll also need to give thought to 
what information or forms will be required by Customs offices to 
accompany the package (it's been so long since we've shipped anything 
outside the U. S. that I've forgotten what it was necessary to do 
with regard to Customs)
