Charles, 10 CFR 20 regulations, as stated in them, are for
operational use and not accident use.  Enforcement would be
by 10 CFR 2 which only parrots 10 CFR 20 for limits;
therefore, there would not be any reference for initiating
enforcement.  The accident its self would be sufficient
enforcement and executed by the public and state
governments, and of course the courts.  Enforcement could be
initiated for actions in violation of all 10 CFR regulations
existing prior to and leading up to the accident.
