Please review CFR 19.12 and 10 CFR 20.1502.  Both of these regulations will provide
guidance regarding whether or not training or dosimetry is required.    The you must
consider the potential for dose.  The conservative route is generally the best one in
these cases depending again on the type of materials present and the potential to
receive a dose in excess of 10% of Part 20 limits or >100 millirem.
