Those programs circulate/distribute sources as part of a MAP. That alone
does not accredit a source manufacturer who wishes to show 'traceability'
to NIST as per ANSI 42.2.  Also required, among other things, are
   - procedures
   - qualified staff
   - facilities
   - an external audit that these meet the standard
as well as participation in the relevent MAP.
