It used to be that the regulators promulgated regulations, policy and 
recommendations without input from the "user community". This changed 
around the time the 10CFR20 revision was in process, late 80's. It has been a 
good process, whereby the professional community is able to provide some 
insight on how the regulatory changes will affect the workplace, what questions 
remain, and where additional details are needed. This "new" process facilitates 
the promulgation of regulatory documents with a sense of "reality". Not always, 
but much better than the previous years where any communication between 
licensees and the regulators was assumed to be collusion between the two 
groups..

We're moving in the right direction.
