Decommissioning Funding Plans

Prior to this change a colleague of mine came up with a way to avoid the
need to go through the funding plan drill.  The funding plan requirement
kicks in when you have over certain amounts of isotopes with half lives
greater than 120 days.  We requested an amendment that changed the 
"Any isotope with atomic number from 1-83" to the same adding "that has
a half life of less than 120 days.  We have seperately identified limits
for the 3 or 4 isotopes we use with long half lives, mostly H-3 and C-14.

If the limits don't restrict this might still be easier than going through
what ever hoops you need to to self guarantee.  Especially might help for
private colleges.
