Sorry I misunderstood your question.  As for the new instrument calibration, only
the manufacturer can know what was done to convert from what actually was used
in calibration (probably roentgens) to what dose equivalent was intended.  There is
no general principle that will cover this.  For higher energy photons, of course, the
differences between the various doses are small and your 1 R= 1 rem
approximation should suffice.
