Diagnostic Reference Levels/Guidance Levels

Dear Colleagues,

I am interested to learn how different countries have approached the
problem of defining Diagnostic Reference Levels (using the ICRP
terminology) or Guidance Levels (using the IAEA terminology).

I am aware that some countries have used the 75th percentile of the
distribution of values.  I have heard mention of a fixed percentage (eg
20%) above the median value, but I do not know of any references to this
method.

I would be grateful for any references or pointers to web sites that
demonstrate the different options that have been proposed or are actually
being used.
