Ruth,

Your question about the  "philosophy behind" Part 71 values of A1/A2 may be too
difficult.  Largely, regulations are developed by committees, reviewed and revised
by an assortment of managers, and filtered through a contingent of lawyers before
going out for public comment and the consequent revisions.  Philosophy, and the
like, tend to be lost in the long tunnel of time.

All is not lost, however.  If you have a real problem with omitted nuclides, incorrect
values, or the like, there are quite competent people who may be able to help.  One
