The units of the resuspension factor are "per meter" because that describes the
transformation that occurs.  For example, if the surface contamination level is 3 Ci
per square meter and the resuspension factor is 1 E-6 per meter, the airborne
concentration is 3 E-6 Ci per cubic meter.

Resuspension is described in various other ways, such as resuspension rate and
fraction resuspended, but the resuspension factor (in per meter) is commonly used
because it relates two observables, viz. airborne concentration and surface
contamination.
