Interpretation of NRC Regs

I need some help from the vast store of knowledge out there. I have a
researcher who wants to ship some 14C labelled samples that are
extremely low activity (0.2 uCi total in all samples) to a lab which has
no NRC license. Michigan is regulated by USNRC. 

I looked in 10CFR part 30.14 and 30.18, also 30.70 and 30.71. If I
understand the regulatory mishmash correctly, this quantity is exempt
from license requirements.

Can someone out there confirm or refute this for me?
