Not only in USA but in any country, according with the ICRP 60 conception,
can justify to expose humans to direct radiation for drugs or theft
purposes. According with the recent IAEA Basic Safety Standards, 115, 1996,
-- II.9, page 47, Radiological examinations for theft detection purposes are
deemed to be not justified; should they nonetheless be conducted, they
shall not be considered medical exposure but shall be subjected to the
requirements for occupational and public exposure of the Standards.
