Most European countries still require a film badge because it gives them a
permanent recors. HOwever, the TLD's are more sensitive. Secondly, you
might want to start out monthly and then move to quarterly badges if values
warrent it (i.e. no exposures detected in one month - move to quarterly).
This decision must be made based on experience with your particular
facility/ set of circumstances. We use quarterly monitoring of personnel
but have established monthly environmental TLD's in strategic areas of our
facility. Hope this helps.

TLD vs. Film badge
Monthly reporting vs. quarterly reporting.
