Both dosimeters will perform adequately. Considerations:

(1) Film is generally worn for a monthly period, whereby TLD can 
be worn for a quarter, and even semi-annually. For those who are 
only wearing the dosimeter for information only, even a yearly TLD 
can be worn. A key element to this is to have a good number of 
viable "Control Badges" to be processed along with the personnel 
dosimeters.

(2) TLD can measure both very high and very low energy beta. Film 
generally is applicable to measure only the higher energy beta.

(3) Film is affected by environmental factors to a higher degree than 
the TLD dosimeter., Film should be kept away from heat sources 
and high humidity. TLDs a re less susceptible, but LiBO elements 
are hygroscopic in nature, and may be affected by extreme 
humidity and temperature for extended periods of time.

(4) For very low dose, the TLD appears to be more accurate and 
precise.

(5) For mixed applications, the TLD algorithms can be more 
definitive than film algorithms. However, an algorithm can handle 
any situation, for either dosimeter.

(6) For environmental monitoring, either film or TLD will work. 
However, if you use TLD, consider CaF, CaSO or AlO.

I have not covered all of the considerations, but this is a start, for 
your planning purposes.
