TLD Response to low E

Radsafe,

I would appreciate any references regarding the response, or possible
overresponse, of a bare TLD to low energy photons. (~10-20 keV).
Specifically, I am looking at the response of a  TLD outside of a lead
shielded cobalt-60 source.
