Plain and simple:

What would sell more papers? A story that focused on a non-consent issue of the government not informing patients of the risks, OR a story of the government secretly performing radiation experiments on helpless patients ?

Fear makes money.  Until we do a better job to help the public understand and COMPARE the risks from ionizing radiation to 'other' risks just from living, the media will have it's way.
