Basically true. The caveat is that no individual of the general
public will exceed the 100 mrem in the year from licensed activities.
This only pertains to each specific facility. In the case of Neutron
Industries, they would not be permitted to have an additional dose,
say from gamma or x-ray, that when added to the neutron dose, would
exceed the 100 mrem. This same member of the public can now receive
additional dose from other facilities that are licensed, The public
doesn't complete a radiation history, akin to the Form 4, and
therefore, no facility can be bound by dose received from licensed
activities at another facility.
