To power reactor licensees that have radioactive liquid and gaseous effluent
goals:  What is the basis for your effluent goals?  Are they activity based,
dose based, or based on a percentage of Appendix I Part 50 dose limits?  Does
your facility track liquid waste volumes and have goals for this as well?
