Russian Prime Minister Vladimir Putin signed a decree to introduce
licensing for nuclear materials. Minatom will be issuing licenses
to the defense facilities to work with radioactive materials in the
areas of R&D, production, testing, transporting, handling, storing,
burial and disposal of nuclear weapons and of military nuclear power
facilities. [NNC 9/8]
