Joe,

1.  Move the rack to a low dose location -- too problematic where it
currently sits.

2.  Toss the analysis in the round file -- 'sounds like someone was
trying to justify a previous decision instead of admitting they failed
to consider all source terms or that their original source had
changed.  This question shouldn't require any "calculation," just
observation and recognition of the obvious.
