Dave,

It seems you need a basic RWP for general entry into areas that you 
describe above. Perhaps a general RWP for specific work groups, or 
just 1 for all groups. You need this to verify that those entering on 
the RWP understand what they must do, if anything, and, to ensure you 
that they understand that they are not to do any hands on work, 
unless they work a different RWP.
