You are totally wrong, I can affirm by experience.
Initally, countries were only afraid of atom bomb; after they were afraid of
atom bomb + reactor, since they imagine that reactor could explode as a atom
bomb. Today we need to include radioactive sources in this context, due so
many
accidents involving injured people and also many of them with tragic
fatalities.
Tragic because the period of victim's suffering until they died or became
invalid.
