I see two problems with your suggestion:
1. There is a tremendous difference in cost between a simple GM or scintillation
survey instrument and a microprocessor controlled spectrometry system, as well as
differences in weight and bulk. I doubt that the $$/benefit ratio is favorable.
2. It seems that radioactive iodine would be an excellent candidate for a "dirty
bomb."
