I believe that you are correct in defining what bankruptcy actually 

means. The AP article does not address whether or not the plant is 

actually operating or not. It simply states that the debt continues 

to rise. The article also goes on to state that there can be a new 

operator, but that there are specific restrictions as to who can be 

l;iecnsed to operate the plant. That isn't a bad thing.
