Some thoughts:

As several Radsafers have noted, it all depends on what a "Health
Physicist" is.  Consider the Mechanical Engineer and the Master
Mechanic.  Their educational backgrounds are probably different.  Whom
do you call when you have trouble with your machine ?

Education is supposed to be different from training.  Is the CHP exam a 
GED for a college degree ? 

 I hope there is more to a college education than the amassing of facts.

In today's world, almost anyone who really wants a college education
can get it (part time, remote, CC transfer, etc.).  Perhaps requiring people
to make the effort to broaden their education before they can be certified
can be looked at as a way of ensuring commitment.

This exchange of views is very enlightening.  I hope those responsible
for guiding the development of the profession (whatever it is) are takinng
heed.
