RE: Texas Compact Passes Congress

If the President does not sign the Texas Compact bill within "ten
legislative days" while Congress is in session it will become law. The
exception to this rule is when Congress goes out of session before ten
legislative days transpire. In that case, the bill is lost if the President
does not sign it. This is the so-called "pocket veto." Hence, the pocket
veto is not applicable in this case.
