I wouldn't consider Cl-36 to be representative of the beta from power
reactor corrosion products.  With an e-max of about 710 keV for Cl-36
compared to e-max of 511 keV ( principle beta ) for Cs-137 and e-max 319
keV for Co-60, the two principle corrosion products at our plant, the
efficiency from Cl-36 would be non conservative for our application.
Tc-99 has a beta energy very close to Co-60 and a long half life, so we
consider that a bit easier to use than  Co-60.  

In any event, you should match your efficiency source to the beta energy
of the principle isotopes of your source term.

Well, trends really should not be a factor in determining what nuclide
is
used for calibration or source check. It should be 
based on your plant mix. We use a nuclide which best represents our
average
beta energy.Co-60 is used for calibration and 
Tc-99 for source check.
