carcinogenic risk from external exposure to radionuclides in streams/lakes



EPA's Office of Radiation and Indoor Air compiles the HEAST Table 4 that
provides carcinogenic slope factors for external exposure to rads in soil. 


Has anyone developed an equivalent listing of carcinogenic slope factors if
the source is a waterbody?   
I am interested in quantifying exposure due to submersion (swimming) as
well as from non-swimming activities (eg in a boat, or wading on the margin
of the stream).  I assume that the attenuation due to water eliminates most
concerns with external radiation while boating or wading?
