shipping natural thorium

All,

Good Afternoon!  I am returning some natural thorium (Th - Y mixture) 
to the lab that manufactured the compound.  I received it as a YII 
package.  Since Nat Th has an unlimited A2 value am I obligated to ship 
this material back as a YII?  With an unlimited A2 I should be able to 
send it back in a strong tight container with out any outer package 
markings, correct?
