Your questions miss the point.  The Windscale Piles and  Calder Hall and

Chapelcross were designed for plutonium production for nuclear weapons, the

latter two with the spin off of some electricity production.  That design

was then adopted for further stations whose primary purpose may have been

electricity production but with the thought in mind that they could also be

used for military plutonium if needed.
